Cannot Regitser a Dll

Hello

I installed software that reads images. The dll "" is
required for the application to work probably. I found the
dll is missing from the registry. When I tried to install
it manually using "" I get this error

"libtiff.dll was loaded, but the DllRegisterServer entry
point was not found
This file cannot be registered."

Does any one know what is the problem and how to fix it?
