I just bought a new IBM computer with Microsoft XP and am
awaiting delivery. My old HP computer Has Windows ME.
How do I transfer some of my old programs to the new
computer? What software and hardware do I need? Thank you.

One cannot transfer programs.....they must be reinstalled using
the original installation CDs.  Only files and settings can be transferred.

HOW TO: Use Files and Settings Transfer Wizard in Windows XP

As the name implies, XP's Files and Settings Transfer Wizard can transfer
"files and setting" only.....not programs.  Your programs must be reinstalled using
the original installation media.  Reinstall your programs before using the transfer
wizard.
