Only wallpaper loading ... nothing else!

Suddenly when I log in to my page, all that loads is the
wallpaper... no icons, no taskbars, nothing!  
Cntrl/alt/delete does bring up the task manager, and it
seems that I am no loading some specific files.  This is
only happening on my page.  A whole new install has not
helped.

I am also having this problem... I cannot load windows,
only the wallpaper and task manager work.  If I use the
task manager to log out of the current user, then
everything (taskbar, icons etc.) appear and then I get a
thousand error messages saying something failed to run
because windows is logging out, and within 1 minute it
logs out... I NEED HELP!!
