Upgrade demands more disk space

I always get not enough disk space error, even after
cleaning of the requested amount of space.  The installer
just says more space is needed next time you run it.

Upgrading Windows 98 with 2 logical drives partition on
one disk.

Do you have all your files backed up?  If so, why not do a clean install
instead of an upgrade?  This is generally the better move anyway and it will
solve you space problem.
