HP doesn't send a recovery disk with their PCs.  I need
to do a recovery because my machine boots to an
unreadable error message and then reboots.  It continues
in this loop ad infinitum.  HP instructed me on how to do
a recovery if I can find a cd.  I have a cd for XP Pro
and am covered under the enterprise licensing agreement
at work.
Question:  can I do a recovery of Home edition using a
Pro edition CD?

You can't use an XP Pro CD to repair a XP Home installation.
You need to go out and purchase a "Full Version" of XP Home
in order to perform repairs.
