missing file unable to recover mscoree.dll

i have been going around in circles trying to find info
as to how to get a necessary file into windows 32 ...i
reinstalled windows xp to no avail the file just isnt
here ...what do I need to do to fix the problem...

Mscoree.dll is part of the .NET framework for Windows.
Go to Add/Remove and remove the .NET framework there.
To reinstall .NET Framework go to:
www.microsoft.com/net or from the Windows Update Site.
