New Harddrive and Clean install of XP

My old harddrive failed.  When I replace it, I would like
to do a clean install of XP Home.  I have an Upgrade
Version of XP.  The system originally came with the Dell
OEM version of ME.  I have the "reinstallation CE WME"
provide by Dell.  I don't think it has the necessary
files to satisfy XP if I try loading straight from the XP
Upgrade CD.  Does this mean I will have to first load ME,
then come back and do the clean install of XP?

You boot from the CD and do a clean install.
