stuck in XP install loop

reformatted hard drive, installed setup files, then
prompted to restart computer but setup just starts all
over.  if I remove the cd during restart, then I just get
the error message: "no operating system detected
anywhere, hit any key to retry". but if i put the cd back
in, setup starts all over, and so on and so on...
any ideas??

Do not hit "any key" once setup begins.  Windows XP will automatically
boot from the CD Drive after it reboots the first time during setup.
