Hi Wendy,

First, place your mouse pointer in a blank area of the Taskbar, right-click
and ensure that "Lock the Taskbar" is unchecked. Now, left-click in the same
blank area and hold the left mouse button down while dragging it down to the
bottom of the screen (you won't see it visibly moving towards the bottom of
the screen, but you will see an outline for it at the bottom of the screen
when you get to that area). When it's at the bottom, release the left mouse
button. You can then, if you wish, right-click that blank area and select
"Lock the Taskbar".

Regards,

First, note that it's called the "Task" bar.

Although by default the task bar appears on the bottom of the screen, it can
be on any of the sides you prefer it on. To move it from any side to
another, simply click on an unused part of it and drag it where you want it.
Be sure to click *within* it, not on the edge; clicking on the edge and
dragging will resize it.

If it won't move, it may be locked. In that case, right click on it and
uncheck "Lock the taskbar," then try again.
