Help centre missing

How do i get my help centre and troubleshoot function back???

For some reason my help centre is no longer found on the comp.

using windows xp, no viruses found at all but strange things keep happening!

Thanks for this, looks like it might work except that it says windows
directory access is denied so cant proceed past stopping the help ctr.
