I guess we need to know what icons you're looking for.
An icon for MS word is in the word.exe file itself. Most executables
are that way now. Shortcuts can be made to point to an .ico file in
the application if the developer wants to.
Explain yourself a bit more if this is not enough.

ok, when you want to change an icon after selecting properties I only
see a few icons to choose from. then you can browse for more choices.
but where would you browse to if there is no folder full of icons?

As I said. The software writer puts them in the .exe. Firefoxbrowser
for one makes about 3 versions of the icon so you can pick one of those.
Windows has a library of them in a file C:\WINDOWS\system32\SHELL32.dll,
that has some. And you can download on the web any .ico file. You
can even download free editors to make your own. ICOFX for one.
There is no folder.
The system icon are located here: %SystemRoot%\system32\SHELL32.dll
I you want more icons place icon files (.ico) on a folder then browse to
that folder. You can search for icons via google:

Use google and type in 'icon library'. This is one of the hits.

It seems to have a great set of icons.
And if you type in 'icon grab' you will find programs that will allow
you to grab and extract a single icon from a dll file. Not that you
have to, but some people wish to grab a single icon, then edit it to
tweak it for their own use. You can't directly edit a dll icon, or
not that I know.
