My computer's internal CD-ROM drive cannot read any CDs. However, most CDs
work fine in a USB CD-ROM drive. I have tried multiple methods to fix this,
such as deleting the registry and doing a clean boot, but none of them worked.
The malfunctioning drive is an HL-DT-ST CD-RW GCE-8080N, and my computer is
running XP SP2.

Replace the defective hardware?

One's immediate reaction is to say that the laser in your CD writer is (what
is technically known) as knackered. This is the single most common failure
mode of optical drives. The laser has a limited life and that life varies
quite widely.

That's probably it, as the computer is pretty old and the cd test folder
failed....
