reinstalled windows xp. upgraded from media player 9 to 11. put in DVD. ERROR
message COOD1163 appears. "windows media player cannot play this dvd because
there is a problem with digital copy protection between your dvd drive,
decoder, and video card. Earlier I had to download a decoder (microsoft
charges money). So I downloaded from a website that does not charge money
(mpeg-2 decoder). I have a feeling that the decoder I downloaded is the
problem. Question is where can I download a video decoder (free) that is
compatible with windows xp?

Your PC probably came with either WinDVD or PowerDVD... it's time to find
the CDs that came with the PC and reinstall that particular application.
Should you wish to purchase either of them they're at www.intervideo.com
and/or www.gocyberlink.com. Microsoft does not charge you anything for a
decoder, it simply does not include one in XP. Like other third party
software, it's your choice and your budget as to what you pay for one.

There isn't one that's free. Windows XP does NOT come with aq MPEG2
decoder. Reinstall your DVD viewing software, probably PowerDVD or WinDVD,
whichever came with your PC.

Both do have DVD decoders that you can BUY (they are not that expensive)
that will let you view DVDs on your PC. Vista does come with MPEG2 decoding
software, so you could also think about upgrading to Vista if the PC is up
to spec.
