Pinnacle Studio 9 has a fair does some basic keying and starts around $50.
There even used to be an option where you could get a small chroma screen
with the purchase (online from Pinnacle).

How about free?
Windows Movie Maker can be persuaded to do chroma keying.
Search for "chroma" in the forums area of http://www.windowsmoviemakers.net
