Using PrtScreen button one can take screenshots and then paste them into,
say, Paint

Is there tools to do similar things with animated stuff, i.e. somehow
capture moving image in the computer and then process it with, say

Windows Media Encoder can be used to capture animated screen areas or
entire windows into a movie file (WMV).
