Error Code 10 when loading video card

I'm tyring to install an ATI-264VT2 PCI Video Card for a second monitor on my
Windows XP system.  Everytime i try to load it I recieve the Error message
Cannot start device Error Code 10.  What can I do to fix this????

Hot Rod,
In your case, you have a very specific error condition. you've alread
mentioned that you are seeing error code #10 which basically means th
windows device manager cannot allocate resources to the driver, you fi
this and you fix your problem.
Error code #10 can be anything related to the number of pci devices yo
have in your machine, to specific hardware & driver issues with certai
models of video cards, particularly the older models.
What is your main video adapter?
