Screensaver protected by password - I really need to know this

I know how to make my screensaver so it's password protected on resume.  The
problem is that when the screensaver is disturbed, it shows my wallpaper in
the background before the password is put in instead of whatever the top
window is.  Since my wallpapers aren't always family friendly, this can be a
problem if and when the screensaver is disturbed when some easily offended
person is within view of my screen.  This has already happened once.  How do
I make it so that when the screensaver is disturbed, the background shows
whatever window is on top instead of my wallpaper?

Didn't we just have this conversation?  You use the same password for On
Resume that you log in with.

I did that.  The problem is when the screensaver is disturbed while it's set
like that, the background behind the box where I enter my password is my
wallpaper instead of whatever window happens to be on top

To show what I mean, here's a photo of what it looks like (wallpaper in
photo is family friendly/work safe)

I would rather it be whatever window was on top when the screensaver came on

That is the built in security feature, IF your wallpaper is "not family
friendly" that is a user issue, and Windows XP can't correct that.

Is there someplace where I can send in a suggestion for users to have the
option of turning that off?

It is too late for feature change requests for XP.  SP3 is the last SP that
will be done for XP and is already in the release candidate stage.  XP is in
the latter phase of its active support.

Turning what off? Locking the PC is what blanks the screen for security
purposes, that's the whole intent of that feature. Prevent passersby
from viewing any content or accessing the PC. The screen saver is just a
"cutesy" add-on.

The OP isn't talking about the screensaver.  They are referring to
this:  when the screensaver is interrupted and the unlock window is
displayed, they don't want the wallpaper to show.

The answer is no, there is nobody that will alter XP so it does not do
this.
