Restarting computer

I am running XP pro and in safe made I can shut down or restart my computer
but in regular mode I can shut down but when I try to restart from the start
menu it hangs and does not shut down. It gets as far as logging me off
windows but that is as far as it will go. I appreciate any help I can get
with this matter.

You have a program running that won't stop. Use process of elimination by
altering start menu till you find
the culprit.
