open window is off the viewable area

i have tried the alt+spacebar and then move to try to get control of a window
that is open but off of the viewable monitor.  I have used the arrow keys and
it won't move, but i know it's there when i doubleclick the window on the
task bar and it looks like it is moving back and forth off to the right as if
there was another monitor over there.  How do I get this window =back?  
Thanks to anybody who can help.

Try this: minimize the window to the task bar; then right click an empty space on the task bar and select to tile windows vertically or horizontally. This may bring it back into view.

Thank you for suggesting that option -- I have already tried it and it
doesn't help.  Thanks anyway.

Set higher Screen Resolution.

I have screen resolution as high as I can get it.   Thanks for the suggestion.

Change your screen resolution (upwards) and see whether that gives back
control. Also, check your update state.
