ActiveX Control

I am attempting to download & install Microsoft Update.
When I attempt this I am told I need ActiveX Control.
The instructions for installing ActiveX Control reads as follows:
1. Right-click the Internet Information Bar. It's located just below the
address bar.
2. In the right-click menu, click Install ActiveX Control.

When I right-click the Internet Information Bar, there is no "Install
ActiveX Control" in the menu.
How do I work around this problem?

Hi Carey, after I run the diag tool, it gets stuck on "Checking Windows
validation ActiveX load" while all else passes.  Now what?

Passed Active scripting allowed  
Passed Display images enabled  
Passed Computer time and date correct  
Passed Cookies enabled  
Passed ActiveX enabled
Passed Office validation ActiveX loaded  
Passed Validation Self-help ActiveX loaded
