SP3 - can't log on to computer after install

I downloaded SP3 and it prompted me to restart my computer. Once I did this,
my computer won't come back on. It's seems to be looping and goes to a blue
screen then a black screen that asked me if I want to start up in normal,
safe, last successfull start up - doesn't matter what I select it tries to
start and then shows No sync and back through the loop again.  This has made
my desktop useless as I can't and don't know how to get by this.

Help please!

You receive a "Stop 0x0000007E" error message after you upgrade to Windows XP Service Pack
