USB ports and ActiveSync v4.5

WinXP Pro SP2 all MS updates
Dell Latitude D600
USB 2.0 ports
ActiveSync 4.5

I'm unable to synchronize from my Motorola Q9c via the USB cable provided
with it.  I've also replaced the cable and I get the same results-no sync'g.  
I took my phone into the local Sprint store which checked for any nuances on
the MotQ9c.  Everything sync'd with them.  When I use the USB 2.0 ports on
the laptop in the back the Motorola Q9c is recognized but it doesn't sync.  
I've uninstalled and re-installed ActiveSyncv4.5 but no luck.  The USB ports
that I've used are also used for a) external IDE 160GB drive (bottom USB
port) and b) external 750GB MaxtorOne drive for backups (top USB port) as
well as a Konica-Minolta 2430DL duplex color laser printer.  [I've rebooted
just to have a sync cycle on the laptop but again the MotQ9c is recognized
but nothing syncs.]  I have a 2port USB card that I've also attempted.  This
also fails.
So, what can I do to get the Motorola Q9c to sync via ActiveSync?  The issue
appears to be the laptop USB ports but I can't determine what to do.  Advise
and suggestions appreciated.

Try it with the external HD's unplugged.

Hi Tom: I had a similar problem when trying to synch my HP Jornada handheld
PC. I found the problem being the firewall in WLOC. After I turned it off the
synch started ok.

I don't think I have Windows Live One Care (WLOC) if that's what you mean.  
How would I check/change it?

PCButts1,
I rebooted and attempted the use of the lower USB2 port in the back of my
laptop as well as the front port of the PC-slot card.  WinXP recognized the
device but no ActiveSync recognition.  Additionally, Device Manager didn't
have any "Motorola Q9c" listed.  When I attempted your suggestion I removed
all external USB HDs and in fact only used the USB ports for the MotQ9c.

Any other ideas?

Hi Tom: Please go to "Start", "Control Panel" and click "Security Center",
then click on "Windows Firewall". In this window click the "Exeptions" tab
and see if the "ActiveSynch Application" and "ActiveSynch Connection Manager"
boxes are checked.

The Windows Firewall is OFF and the "ActiveSync Connection Manager" and the
"ActiveSync Application" are checked ON.  Also the "ActiveSync RAPI Manager"
and the "ActiveSync Service" are also checked ON.
I presume that this setup is correct and what you're wanting.

Hi Tom: Sorry to hear that you are still having the problem. Do you get any
warning or advisory window letting you know why your Motorola doesn't synch?
When I had my problem I got a window asking me to do a reset on my handheld.
My PC would recognize the USB connection but would not synch until I turned
off the FW. Have you tried resetting your Motorola? Have you tried deleting
and establishing a new Partnership?

Try what fwall4 said and if that does not work then delete the USB ports
from the device manager and reboot, they will be re-detected and installed
on reboot. Unplug all USB devices before you do that.
