how to Set a picture as a desktop background

on my laptop using windows home edition, I'd like to set  a picture as a
desktop background. Before, it was working but now, it doesn't as probably
something was cliqued somewhere but I don't know where.
When I do it through "display", the button " browse is unclickable and via
the picyure itself, I can click on "set as a desktop background" but nothing
happens.
Can someone help.

sometimes if the
pic is too large,
there isn't enough
memory to display
it or its file format
is not the correct
one.

No Wallpaper

-----Method--1-:---------------------------
Registry fix-Automated:

If you have XP -Pro :
1.Click Start, Run, type gpedit.msc
2.Under User configuration Click [Administrative
Templates\ControlPanel\Display\]
3. There will be value named "Prevent changing wallpaper".   Set it to
"NotConfigured"

-----Method--3-:---------------------------
Manually (XP -Any):
1.Open Regedit
2. Click
<HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop>
3. There will be a value named "NoChangingWallpaper".   Set it to 0
4. Click
<HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop>
5. Repeat Step 3

Open your picture in Internet Explorer.
Right-click the picture and choose "Set as Background".
