I have 1,400 temp files in;
C;\windows\$ntservicepackuninstall$ in blue color
c:\windows\appPatch
c:\windows\ime
C:\windows\installer
C:\windows\fonts
c:windows\system32
files like:
set514.tmp
set120eb.tmp
msi26.tmp
ren14.tmp
All of these are safe to remove???

I do not know the precise answer, but I would start with Disk Cleanup.

Now see how many .TMP files remain.

Presumably you are logging on as an Administrator?
I would consider checking the Properties of any TMP file.
For example, select (right click) a .TMP file in folder \WINDOWS\Installer
and select Properties from the drop-down menu. Is "Read-only" checked? I
would expect in to be un-checked.
If Disk Cleanup did not remove them in Normal Mode, try running Disk Cleanup
from Safe Mode.

Unless you know what you're doing you're better off not deleting. If the
files are temporary disk cleanup will eventually clean them out, or you can
use Ccleaner to safely remove temp files.

Disk clean up and CCleaner both do NOT remove.
In the links provided it says you CAN remove.
Why then would some say NOT to delete.
I was hoping that a certified MS person would know the correct answer

Have you had a chance to run Disk Cleanup in Safe Mode?
