Logon dialog box during booting

During booting of my XP Pro computer, the logon dialog box appears, asking
for a password. When my XP x64 computer boots, this dialog box never appears
but otherwise booting proceeds normally.

What controls whether or not the logon dialog box appears during booting?

- Click Start / run
- Type this in the box:
  control userpassword2{OK}
The tick box that requires users to enter a password controls
the appearance of the dialog box you're referring to.

This tick box is already checked for both computers.

The article is written for Windows Server but the settings are the
same in WinXP.
