The folder came up on my desktop last week.
In the folder are folders, Lib and License and a read me file.

What is this and what should I do or use it for ?

I posted on MS.public.Security.Crypto but never got an answer.

Thanks
Fred

Earlier this month I was prompted to digitally sign for something.

Since I have the same folder as you do - with a date of May 9th.

I am assuming there is a connection.

According to this link "CAPICOM can be used to digitally sign data, sign
code, verify digital signatures, envelop data for privacy, hash data,
encrypt/decrypt data and more."
