I sometimes discover that the task bar which is normally at the bottom of the
screen has disappeared.  The only way I have found to restore it is to
re-boot.  Is there a more direct way?

Have you tried pressing the logo key?  That should bring up the Start
menu and the Taskbar.

Line 117.  Restore Taskbar and Start Menu
