Inserting blank CD opens Nero Burning ROM

When I insert a blank CD in the CD unit, a "Nero Burning ROM" window opens.

I need the system ask me what I want to do.
How can I do that?

What do you want to do?  Have a sandwich?

Open "My Computer" from the desktop, right click on the drive, select
properties, click on the autoplay tag, and then select the blank disk in the
drop down and pick the option you want the default to be.

There is not "blank disk" option in drop down list of auoplay tag.

Heh. You're right. My bad.

(I always thought that was there.)

Try going to here:

http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

Grab TweakUI and adjust the AutoPlay options by deleting those associated
with Nero. If those aren't listed respond here and I'll follow up 'cause I'm
pretty sure I've done this before.

It work by mean of TweakUI.

You didn't give enough information.  Is it a writeable CD that you wish to
burn something to?  If so, use that "Nero Burning ROM"  window to select how
you wish to burn things to it.  Most setups will only present the questions
on what you wish to use when you insert a CD with things already on it.  On
my computer that's what I see when I insert a finished CD.  If I insert a
blank writeable CD the "Nero Burning ROM"  window opens and I select to
write a Data or Music CD or whatever.
