windows firewall not working at all

windows firewall not working at all. xp home edition

i need to access windows firewall program but when i click icon in control
panel box pops up stating "Due to an unidentified problem,windows cannot
display windows firewall settings." thats it no explanation or hint as to
what is wrong just that it doesnt work, so how do you fix it ????

Is it turned on:  Go to Start/Run:  services.msc
Scroll down to Windows Firewall.....

Added info:  See line 386 (right hand side):

Added note:  This also happens with left over Norton or Mc.  Use the Norton
uninstaller:  http://www.google.com/search?hl=en&q=norton+uninstaller

The "Application Layer Gateway" service must also be enabled and
configured for Manual or Automatic startup (if Manual, it will start
when an application wants to use it).

firewall not listed in services, ran the the 386 turn on reg and still no
listing for firewall in services. same error message. this only resulted
after sp3 upgrade and have restored to former self sp2 but still no joy.
