Why cant be installed?

Some websites need the Java which I have loeded the latest from Java. but I
get this message "The Jave Runtme Enviromnent cannot be loaded" Please how
can I overcome this? The windows is uo-to-date and I scan my pc with
Sysclean, Spybot 1.52 and Adware 2007 Please hekp TIA

Start over after you:
Generally, turn off as much virus, spyware and other unnecessary non-MS
backgrounding tools whenever you install anything. They will interfere with
data installation 9 out of 10 times.

Then run a CHKDSK until the drive is clean.

After your installation, turn on the spyware stuff and check your drive if
the new software came from a "weird source". Do not reinstall virus and
spyware software--just turn them off and back on again.
And seriously think about buying ONE good virus program and stop using Spybot
and AdAware. Is 30 bucks a year for a virus subscription worth hours of your
time? A good virus app will whack spyware too.

If Sysclean plays with your registry, stop using that too. Stay away from
your registry. Forget about their advertising and promises. These programs
suck money from you and then just plain suck.

This is my opinion based on my own experiences.

I have had that error when more than one version of Java is installed, so try
this: go to Add and Remove in Control Panel of XP and uninstall all Java
installations. Then go to the Java website and install the latest free Java:
http://www.java.com/en/download/index.jsp

I forgot to add that you should also go into IE and clear the cache - delete all
"Temporary Internet Files" - click "Tools" tab and select "Delete Browsing
History".

I have from Add/Remove uninstalled all the Java versions, clear the TIF,
clear the History, Prefetch and run the scan like you mentioned such as
Adaware2007, Spybot 1.52 and as well as Sysclean. But all these to no
appearin court tmrw,Still it gives me the message.
And another thing which I have is:- the screen saver thats comes on after a
period of inactivity. Its not in Display properties as set to NONO,, its not
"on schedule".
Just wonder how I can switch off (this screen saver, under sea world// ) off
this culprit.TIA

Added info:

It may be being set to None.  Check your setting for the screensavers path.

Here are some examples:

Marine Aquarium 2.scr  >  rename it to  >  MarineAquarium2.scr

In the registry, screensaver will work correctly if it is listed as so:
c:\windows\system32\marine~1.scr

Screen Savers do not work correctly if listed as so:
""c:\windows\system32\marine aquarium 2.scr""

When I launched housecall and tried to do the scan, the message will appear
that it cannot load the Java. Earlier it was saying there is more than I
applications running java which I only have I browser open.  Just wonder why?

On the runtime environment, I follow the link and in CP/Java/Advance, the
default is set for Microsoft Internet Explorer only.
I have also conpared the other settings, they are the same as my other
computer

On the screensaver, in the Display Properties - its set as 'none' but the
screensaver still works and I want to turn it off to see if that was the
course for the Java been unable to load.

The other thing is while running the Spybot 1.52, it found "CnsMin" and
clean it. Is there any other programe that I can use to make absolutely sure
that CnsMin is totally deleted. I said this because while Spybot says its
clean/deleted but when I reboot, the Spybot will relaunch itself and start
scanning before desktop. (After that it didnt say what it clean) This shows
that something was not 'clean' and thats why Spybot relaunch itself.
