Cannot open links in IE 6 or Outlook. Have to use ctrl & Alt

Can someone help please help me.  I have to use ctrl/alt while clicking mouse
to open a link. I have compared setting with my other PC and I am lost. Any
ideas would help.

1. [Control Panel > Add/Remove Programs >] Set Program Access and Defaults >
Configuration that's already checked > Browser: Select "Internet Explorer"
