I want to create a folder named "Notes and stuff".. BUT I would like to put
some 'symbol - character - numeral' whatever to cause theat folder to be
listed alpabetically at the BOTTOM of the alphabet.. below the leterr z (if I
had any foders starting w the letter Z).  Each symbol or numeral I added
before the name Notes and stuff.. just put the folder alphabetically at the
TOP of the alphabet.. before the letter A.
SO the question :  Is there a keyboard character that will sort a
folder/filename BELOW the letter Z ??

ZZ will put it at the end of the Z's and, therefore, at the bottom.   If you
have something already that starts with multiple Z's just give this an extra
one.

so the letter "Z" is it.. the VERY bottom character in sorting.. no other
symbol or character will place a file or folder name LOWER than something
titled with a Z ??

You're certainly welcome to try. (Hold down the Alt key and punch in 3
or 4 digits from the keypad)

You can open Character Map and many of the characters will give an
ALT+xxxx keystroke on the bottom right of the window.  Use the numeric
pad when entering the digits.  I tried quite a few but none of them
would place itself below 8 z's (or even one).

Hold down the Alt key and hit "224" on your numeric keypad then release the
Alt key. This will make a little square character that will sort to the
bottom.

Or just use something like ZZ instead of Z.

Why not use your character and sort the list in descending rather than
ascending order?
