I just uninstall sp3. Now, I found another problem.
The Accessories-> System Tools ->System Restore function still does
not work. I clicked on the icon but it does not load. It seems that it
may not be related to sp3. So, is it possible to reinstall the System
Restore function?

I tried them all already.
When I clicked on control panel -> system properties icon -> system
restore tab, an exception occured.
The system restore service was set to start automatically, but it did
not. I tried to start the start the system restore services manually.
but I got this message:
Could not start system restore service on local computer
error 3: The system cannot find the path specified.
I go to the folder windows/system32/restore and clicked on
windows/system32/restore/rstrui.exe
Again it did not load.

When all else fails, HijackThis v2.0.2
(http://aumha.org/downloads/hijackthis.exe) is the preferred tool to use (in
conjuction with some other utilities). HijackThis will NOT fix anything on
its own, but it will help you to both identify and remove any
hijackware/spyware with assistance from an expert. **Post your log to

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a local, reputable and
independent (i.e., not BigBoxStoreUSA or Geek Squad) computer repair shop.
