System Restore Not Working

In Win XP SP3, when I try to use system restore I get and error message:
"system restore application has encountered a problem and needs to close. We
are sorry for the inconvenience". With the customary option to send an error
report to Microsoft. Any ideas on a solution?

Troubleshooting steps for issues when you try to use the System Restore tool
in Windows XP

If that won't solve the problem try these:
You'll need your XP cd to proceed.
Navigate to C:\WINDOWS\system32\Restore folder and rename rstrui.exe  
to rstrui.xxx.
1. Go to Start > Run and type "cmd", press enter
2. In the DOS window type "CD C:\" ,press enter
3. Insert the Windows XP disk in the CD drive.
4. At C:\ prompt type "sfc/scannow",press enter

This process compares the original files from the CD and replaces any
corrupt files on your computer. Try System Restore

If still won't work the next step would be to reinstall System Restore. The
only downside of this is that all restore points will be purged in the
process.

Posting a copy of the Error Report from Event Viewer might be helpful.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer.Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.

Try reinstalling System restore:

If you have cause to post a further Error Report the bit beginning " For
more information" is not needed.

That's what it says in the link I posted. What use are they if System
Restore is not working?
