Administrator Disappeared & Error Script Clicking On User Accounts

I was the administrator & only one on my pc - 3 others have basic accts,
somehow I got put as basic.  Now that I have figured out how to go into safe
mode & log on as administrator to change things I can't bc when I go into
anyone's account besides my own & click on user account I get a script error
(with no info) that will not go off & I cannot get it to go off so I cannot
do anything with any accounts.  What is going on with this script box & how
do I get it off?  I get the script error in safe mode also.  Is there any
other way for me to make a new user account as admin & go from there?  
HELP!!!!  I cannot do anything with my pc bc there is no administrator

Hi,
Please restart the computer and keep tabing f8 key to got to the advance
option
-> select the safe mode from advance option and then logon with admin a/c
->then create the new user account

I already tried that, it won't let me do anything bc of the script error box
that pops up that I cannot get to go off
