IE keeps aborting with a message about mlang.dll. An error report is sent and IE reboots. Internet options shows NO language, Any ideas?

I am familiar with the way content advisor works and had it enabled on my computer. It is set to the most restrictive settings and the "allow unrated sites to be viewed box" is not checked. It was functioning properly

I upgraded my IE to 6.0. I no longer have an advanced tab under tools, internet options. Also, I can no longer see the images at lots of sights and in my email. I get the box with a red x. I upgraded my windows 98 at the same

My home page keeps getting set to ecpm.com. It is some sort of passthrough line command in my settings for my home page. I've used Ad-Aware to get rid of most of the spam but this one is nasty.
