Two tabs are missing from the internet options menu: ,programs, and 'general.' Anybody have any ideas?

This toolbar called (SurferBar) mysteriously appeared and I can't remove it. I can uncheck it and hide it but it always starts when I open Internet Explorer. It also resets my home page to its web site.

I have Internet Explorer 6. When I go to Tools>Internet options I no longer see the "general" tab. I'm trying to clear the history folder that has been building for months and eating up what HD space I have left. Anyone know why this is??

I updated to IE6.0. The "internet options" in the "tools" have not been updated. They do not show the tabs( ie general...). Any suggestion on how to fix this besides reinstalling whitch does not solve the problem?
