Every time we click on a link within IE, instead of going to the page requested, it opens up the page in a new browser window. Is there a setting to turn this off/on?

Is there a place from which to download a complete IE6 install package without having to use Microsoft's online interactive install? I want to download it at my office where we have a high speed connection for use on my home computer where I have a very SLOW dialup.
