Last week just after downloading Internet Explorer's security update, I tried opening Outlook Express and got an error message "msoe.dll" file missing. I am still able to open and use Internet Explorer but not Outlook

Just downloaded Outlook 6 and cannot open any attachments. It doesn't allow me to click on the attachment itself, and it does no display an error message of any kind.
