I would like Explorer to always open in a full screen mode, but I can't get

In trying to open a web page utilizing Acrobat Control for Active X it
prompts that the add-on is disabled.  When I go to Manage Add-ons to try and
enable it it says that it is "managed by your administrator" - I am set as
