The menu bar appears momentarily on navigating to a new page, refreshing,
switching tabs, getting focus, selecting history/favorites, etc.
Sometimes it ends up in a 'jitter mode' where the bar continually appears
and disappears that only stops when the window has lost focus.

I have numerous IE 7 settings configured in Group Policies.  The one setting
that does not seem to be passing is the proxy setting.
I have verified that on the local PC, gpedit.msc shows the settings
correctly.  However, when a user opens IE, none of the proxy information

I used to run IE 7 with few problems.  I then removed Norton AV and installed
BitDefender.  After that, IE 7 wouldn't open.  I uninstalled it and reverted
to IE 6.  Works okay.  Disabled the AV/firewall.  Installed IE 7.  On
