i have turned on popup blocker but still IE7 does not block them what might

Hi - I installed the monthly updates last night and since then cannot oepn
IE7 from the short-cuts or the programme.  It opens when it needs to by
clicking links in emails for example.  Any ideas.  I can't find how to
uninstall and reinstall

I did install by Microsoft Update the "Update for Windows XP (KB927891)".
After installing this update I got problems to close IE v7. The symptoms are
that the IE screen starts to close (some contents disappear) but than hangs.
I have to kill IE with the Windows Task Manager.

I save my favorites with simple names so when i want the website i can just
type in the word for it to pop up. eg. www.veoh.com is saved as veoh.
The problem started when I upgraded to a differnet hard drive. When i type
veoh into my address bar it asks me if i want to open, save ...
