When I click on Tools and the Internet Options, the pop up appears and then disappears almost immediately so that I cannot view the options or make any changes. Any suggestions?

When opening, closing, clicking, etc. in ie, there is a delayed response. I've tried optimizing and resetting and it didn't work. This all started after I had to do a last known good config reboot. Thanks for any and all help.
