New computer with Vista Home Premium. It came with Yahoo toolbar on IE7, which I uninstalled. IE7 then stopped working; help and support doesn't work because IE7 doesn't. How do I get IE7 working again without any extra like Yahoo?

I am having a problem connecting to localhost. I am using Windows XP 2004 Media Edition which is proffesional and SP2 Whenever I type localhost in my address bar in Internet Explorer 7, I get an error message that it cannot find the page.
