I can't get rid of the customize settings page, I have my homepage set but everytime i click on the Explorer icon this page comes up http://runonce.msn.com/runonce2.aspx I had to reset internet explorer yesterday and now I can't get rid of this

all of a sudden when I am browsing and close a program everytime I get a error box stating windows must close now and shuts down, any ideas as to why this is happening and how to fix the problem? Thanks in advance

Having brobs with viewing some web pages......very odd! Some work, some don't. Clean install (Business) with SAV 11(vista) and Office Pro. Tried, disable IPv6, netsh winsock reset, ipconfig /release, flushdns. renew.
