Is there a utility that shows internet activity. I can see from my DU meter

I get this message. I am running vistas serv pk 1 I can not open ie unless I
shut off UAC or right click and run as admin even though I am signed in as
admin but that should not matter anyways. this means I can't open hyperlinks
but need to copy and paste instead. not happy, help ...

I tried to upload a file to be attached to a mail (using webmail). The size
was about 2 Mb. The net activity runs during 10 seconds then stops. IE is
bloked during 6 minutes, then everythings is fine, the file is attached on
the mail.

system restore to before the update and i get my connection back.  I am using

Is it OK to download IE7 and do a reinstall without first uninstalling? (Just
in case there might be an oops!) I get a few error messages now and then and
have done the "addon" thing. The only ones running are those from MS and
Google. Thought a refresh of files might help.
