When I click on a mailto link in an Email message i get 64 ie windows each

Actually, I have never been able to send a message with Outlook Express. But
maybe someone can help. This is the usual error:

When creating messages the delete responds very slowly - up to 5 seconds.
The backspace and cursor movement keys appear to respond normally.  Is there
