I can open OE up and I can receive mail right away.  I am able to send an
email within the first few minutes that the program is running.  If the
program sits for at least 5 minutes, I am unable to send mail - it just sits
in my outbox.  I click send/receive but nothing happens.  ...

I am running windows XP and use outlook express for emails. Over the last 3/4
