Is there any way to remove this item from under the Tools menu. I found the registry key to do so with the pop-up blocker. Very unpractical in a public library multiuser environment.

My IE 6 has lost all its pull down menus, buttons and address bar at the top. I can access the web with CTRL-O but cannot navigate, etc. I uninstalled IE and reinstalled but to no avail. Any suggestions what to do. I'm running it on Windows 98.
