Can't get into control panel, use internet explorer, or my documents.  Can't
explore other programs, won't allow to download.  Any idea where to begin??

I origionally used the Internet Explorer that came with my Windows 98SE CD.

When I start IE 6.0 sp2, the browser opens and brings up the set homepage.
IE will then open another browser session to a different website (ex:
